Towards digital licensing

Kopinor is actively working towards digital licensing for the entire educational sector in Norway. The work is being carried out in cooperation with the Norwegian Association of Local and Regional Authorities (KS), who represents primary and secondary schools, and the Norwegian Council for Higher Education, who represents universities and colleges. The process may lead to digital licensing already in 2008.

Kopinor and the organisations are exploring the different uses of copyrighted, digital material in schools and higher education. The results of this research – due in the first half of 2008 – will form the basis for future negotiations of licensing agreements in the digital field.

Primary and secondary schools
In April, Kopinor and KS agreed to start the process towards an agreement, which will enable the munici-palities to use and distribute copyright protected material in digital form. KS and Kopinor are also working with Norwaco, an organisation representing the rights holders of audiovisual works.

A qualitative study started in November is expected to tell more about the demand for licensing of the different types of digital materials.

Higher education
In October, Kopinor and the Norwegian Council for Higher Education appointed a joint committee to investigate the digital uses of copyrighted material in the universities and colleges.
